Uttar Pradesh state, India, is a politically enabling environment for programmes to increase the reach, or scale-up, of health innovations that aim to improve the survival of mothers and babies. While an active Partners’ Forum improves coordination among donors and externally funded programmes, there are still barriers, such as a weak health system. The brief suggest ways in which programmes could increase the reach, or catalyse scale-up, of their maternal and newborn health innovations from the districts they are working in to the national level, thereby increasing the reach of innovations that could benefit the health of mothers and babies.
